I am directed by the Board of Trade to state for the information of Lord Knutsford, that they have re-

ceived a co..aqunication from the Acting Harbour Master at Hong Kong, requesting to be supplied with complete sets of examination papers for candidates for Masters' Certificates of Competency in the Mercantile Marine

together with the answers to the questions worked out

as keys.

2 The Board of Trade are advised that it would not be desirable to furnish the Colonies which issue Cer-

tificates under Orders in Coun ith a stock of worked-

out problems, and that only 2 or 3 sets of problems with

the answers should be occasionally sent to them as

specimens for the assi str of the Examiners framing fresh questions, so that the questions actually set at

the examinations may be constantly varied.

3. It is evident that, if questions were merely selected from the specimen sets of problems sent out by this Department for the information of Examiners the Under Secretary of State,
